Local and Regional Dimension Preparatory Event “On the road to URC 2025”
The event is organized by Italy and Ukraine as a preparatory event “on the road to the Ukraine Recovery Conference (URC2025)”. The event will be
a crucial milestone towards URC2025, helping to raise awareness, build momentum and enable meaningful discussions and concrete outcomes in Rome in July, to ensure that the Local and Regional Dimension can
make a central contribution to the reconstruction process.
The role of local and regional actors is essential for the reconstruction of Ukraine, also thanks to the successful decentralization reform. URC2025 will pay particular attention to the role of local governments and regional administrations in the recovery and reconstruction of Ukraine, including with regard to access to finance and strengthening their absorption capacities.

Donors and Ukrainian authorities will need to focus their efforts on building resilient communities through sustainable urban development, cultural identity preservation, housing, distributed power generation and local economic growth, also drawing on the experience of Italy and other partners in governance and reconstruction.

Transparency and accountability will remain vital for citizens’ trust, with strategic partnerships between Ukrainian and international authorities playing a crucial role. During the event in Verona, the focus will be on discussing the most relevant topics and defining specific aspects related to the Local and Regional Dimension of the URC2025, ensuring that its agenda is well-prepared and aligned with the priorities of the reconstruction process.
