This session, co-organised by the European Commission and Kyiv School of Economics, will examine how Ukraine’s emerging dual-use industrial base - producing goods and technologies with both civilian and military applications - can become a strategic focus for investment. Ukraine is not just a recipient of defence assistance, but a co-producer of European security, offering agile tech, industrial capacity, and tested solutions. It will also cover the enabling policy environment, including export controls, technology safeguards, and financing tools.
At the same time, developing dual-use production enables Ukraine to tap into broader pools of international and EU investment while accelerating defence innovation.  In the long term, it ensures strategic flexibility, enabling shifts between civilian and military production.
With Ukraine prioritising scalable production in areas like drones, communications, mobility, and repair logistics, this session will discuss the possibilities for EU companies to engage as investors, co-developers, or supply chain partners, giving them an entry point into a highly dynamic market.

This opening session sets the strategic tone for the Ukraine Recovery Conference, focusing on the growing importance of dual-use technologies—those with both civilian and military applications—in today’s shifting geopolitical environment. As security and resilience rise on global agendas, Ukraine is emerging as a key partner in advancing and scaling such technologies.

Senior representatives from the European Union and Ukrainian government will outline:
How investment in dual-use industries supports Ukraine’s defense capabilities and long-term recovery;
The EU’s view of dual-use as central to industrial competitiveness and strategic autonomy;
Ukraine’s role as a partner in reconstruction, innovation, and co-development;
Strategic sectors such as aerospace, robotics, digital infrastructure, and advanced manufacturing
Panel Discussion: Investing in Dual-Use Technologies
A moderated panel will examine the practical opportunities and challenges of investing in Ukraine’s dual-use sector.

Structure of Ukraine’s dual-use sector, including its IT foundation and emerging players;
Typical business models, growth stages, and financing needs of dual-use producers;
Relevant EU, UK, and NATO frameworks and how Ukraine fits within them;
