EU Dimension

This side event brings together the key architects behind Ukraine’s procurement infrastructure: the Ministry of Economy, Prozorro, Professional Procurement, civil society, and international financial institutions.We will explore the system's transformation — focusing on EU alignment, wartime resilience, the need for professionalization, and how the integration of Prozorro and DREAM ensures transparency. Through concrete case studies — highlighting European business participation and independent civil monitoring — the event will provide practical evidence of the system’s credibility, accountability, and readiness to manage recovery risks in real time.

The European Alliance of Cities and Regions for the Reconstruction of Ukraine | European Committee of the Regions will meet at a political level to set the scene for the local and regional dimension of the URC2026 by endorsing the Joint Statement with concrete proposals for donor action and support. It will also be an occasion to engage with the representatives of the Ukraine Donor Platform, showcase specific examples of decentralised partnerships, and launch a call for the multilateral partnerships in the context of the Weimar triangle plus Ukraine.

The Alliance, created in 2022 upon initiative of the European Committee of the Regions, brings together over 100 EU and Ukrainian local and regional authorities, their association and partners to coordinate joint efforts for decentralised and sustainable recovery aligned with Ukraine's EU integration.

Organised by the Joint Research Centre (JRC) and the Łukasiewicz Research Network, this in-person event will highlight strategic, evidence-based support for Ukraine’s recovery in the framework of its EU accession process. Across four thematic panels focusing on Smart Specialisation, agricultural resilience, energy security and sustainable infrastructure, the event will bring together JRC staff and stakeholders from the Ukrainian and Polish scientific communities, enabling the identification of synergies across these strategic sectors. In doing so, the event will support a coherent recovery approach, aligned with Ukraine’s EU accession priorities.

The Ukraine Green Recovery Platform (UGRP), has been established by the Ukrainian and German governments together with UNEP, UNECE and OECD, at URC 2024 in Berlin. The side event at the Ukraine Recovery Conference 2026 titled "Green Recovery of Ukraine: Challenges and Opportunities" will bring together senior representatives from the Ukrainian government, the EU, international financial institutions, and the donor community to take stock of progress on environment-related infrastructure investment and mobilize broader financing for Ukraine's green transition. Connecting reconstruction priorities with EU accession requirements and concrete investment opportunities, the side event aims to generate actionable proposals and new partnerships that move green recovery from ambition to implementation.

The workshop on the train from Warsaw to Gdansk aims to use the time of the trip for discussion in with a larger audience of stakeholders (gov, admin, business, diplomats) the conclusions and recommendations produced during two events organized by CIR and THINKTANK and their partners in Warsaw in the eve of URC:

Leaders Forum Better Europe (22-23.06) – a gathering of opinion leaders, experts and think tankers from all the EU member states and countries-friends (EEA, Switzerland, UK) who came to Poland to discuss the current situation of the EU in the context of “pressure of enlargement”.

European Town Hall on URC (22-23.06) – a gathering of young people (under age of 25) from different European countries to discuss 5 main topics of URC and work out a few concrete solutions to move things forward.

The event will provide a platform to present recent developments in the Ukrainian insurance market, demonstrate the coordinated efforts of regulators and market participants, showcase successful international partnerships, and discuss practical mechanisms that can support investment and recovery efforts. It will also help strengthen cooperation between Ukrainian insurers, international financial institutions, investors, and global insurance groups.

The panel brings together senior policymakers, negotiators and leading academic experts — including Ukraine's Deputy Prime Minister Taras Kachka and the Director Anna Jarosz-Friis from European Commission's DG ENEST — to discuss how Ukraine's gradual EU accession can become a source of European security, economic renewal and geopolitical strength rather than a burden. Building on an earlier expert workshop held in Warsaw, the session will examine the institutional and financial instruments (next MFF, a possible Ukraine Facility II, European industrial policy) needed to align reconstruction, sectoral integration and accession. The event will produce a two-page summary of key messages and policy recommendations to feed into the broader URC 2026 discussions in Gdańsk.

The side-event builds on the initial discussions held during the “Ukraine Reinvention Conference: Recovery is not enough” that on 9 June 2026 in Kyiv brought together representatives of civil society, international partners and government officials. The focus of the conference was on discussing necessary changes in thinking about recovery, and also on the most important assess necessary to deliver those changes - the people. The aim of this side event is to bring the discussion further and jointly debate on how to further develop Ukraine’s public administration with joint efforts of government and civil society, and with help of good practices from international partners.

Building on this momentum, the 2026 networking event held ahead of the URC 2026 in Gdańsk, Poland, aims to deepen these efforts by mainstreaming gender across all dimensions of Ukraine’s recovery, in line with the URC pillars (local and regional development, EU accession and reforms, business, human capital, and security and defence). As Ukraine’s recovery increasingly involves large-scale infrastructure investments, reconstruction financing, and economic development, it is critical to ensure that women benefit equitably from these processes and have a strong role in them as entrepreneurs, employees, and decision-makers.

The gathering will bring together opinion leaders, decisionmakers, and representatives of public institutions and businesses from Poland and across Europe, creating a platform for discussions on key economic and political challenges. Supported by the Polish Development Fund as part of the "Team Poland" initiative, the event combines high-quality debate with an informal cocktail format, fostering relationship-building and the exchange of ideas.
